How to Obtain a Lottery Licence in Victoria (VIC)

    If you're planning to run a raffle or lottery in Victoria to raise funds for a charitable, community, or not-for-profit purpose, you may need to register with the Victorian Commission for Gambling and Liquor Regulation (VCGLR) or now under Liquor Control Victoria (LCV) as part of Consumer Affairs Victoria.

    Lotteries and raffles are governed under the Gambling Regulation Act 2003.

    Do You Need a Permit?

    In Victoria, the type of permit and the conditions that apply depend on the total prize value and the structure of the raffle.

    Application Process

    Before lodging the Minor Gaming Permit application, confirm that the organisation has been declared a Community or Charitable Organisation by the VGCCC.

    To conduct a raffle or lottery in Victoria, your organisation must be a:

    • Community or charitable organisation

    • Not-for-profit body

    • Registered fundraiser with Consumer Affairs Victoria (if total gross proceeds exceed $20,000 in a financial year)

    Important Notes

    • Permit Timeline: Applications should be submitted at least 21 days before the planned start of ticket sales.

    • Trade Promotions: If your lottery is tied to the promotion of goods/services (no entry fee), it is regulated separately. Check with Liquor Control Victoria for trade promotion lotteries.
