How to Obtain a Lottery Licence in the Northern Territory (NT)

    In the NT, lotteries for fundraising (raffles, prize draws, sweepstakes, etc.) are regulated under the Gaming Control Act 1993 and Community Gaming Regulations 2006. Oversight is provided by the Director of Gaming Control, and applications are processed through Territory Business Centres.

    Do You Need a Permit?

    Lottery Type Ticket Sales or Prize Value Permit Required?
    Small lottery ≤ $5,000 Not required, but conditions apply
    Minor lottery $5,001–$20,000 Yes – Minor Lottery Permit
    Major lottery > $20,000 Yes – Major Lottery Permit
    Trade Promotion (Business) Any value (if based on chance) Yes – Trade Promotion Lottery Permit

    Application Process

    Step 1: Prepare the Following Details

    1. Cover Letter (Application Letter)

    Draft a formal letter outlining the purpose of the submission. This should include:

      • Name of the organisation
      • Purpose of the lottery
      • State(s) in which it is authorised
      • Confirmation that QLD permit is active and applicable
      • Statement that NT is being notified as required under the relevant legislation

    Prepare the below documents that you will attach as a zip folder to the email.

    • Australian Charity Registration
    • Constitution of the charity
    • Management Committee details
    • Financial Statements
    • Lottery Licence No. for QLD or NSW
    • Lottery & Draw Information
    • Terms and Conditions
    • Sample Ticket  and the Draw Schedule

    Step 2: Complete the Application Form

    Step 3: Submit the Application

    Processing Time: Approximately 10 working days once all documentation is submitted.
